Political and social reflection of rivalry and cooperation in space

The paper focuses on the so called "space race" which lasted more than twenty years. This is a rather broad term covering competition between the two superpowers (the US and the USSR) during the cold war. Therefore, this thesis pays only minimal attention to particular projects and entirely leaves out technical details. Instead, it explores efforts to venture into space as representing the apotheosis of scientific combat. It perceives competition and collaboration in this area to be symbolic manifestations of the rivalry and collaboration taking place between the superpowers in the late 20th century. Attention is paid chiefly to the conditions and causes underlying the rivalry but also to its consequences as well as the impact made by overcoming symbolic milestone in space on the general global politics. The paper thus deals with political, economic, social and scientific conditions of space programmes and presentation of the achievements attained. It describes the process of human venturing (especially by the US and the USSR) into space from its very beginning. It chronologically looks at prior stages to end up in our contemporary era and provides an outlook for the future.

Petr Kotlas Reflexe skupinových zájmů v procesu politického rozhodování: institucionální přístup Disertační práce Praha 2012 Annotation PhD thesis "Reflection of group interests in political decision-making processes: an institutional approach" deals with the role of group interests reflected into the specific decision-making actions, on various stages of the political discourse. The thesis offers a methodological contribution, consisting in an interconnecting of the analysis of interest groups with a new institutional paradigm, utilizing its fundamental concepts, particularly transaction costs, formal and informal institutions, and various types of 5 institutional setting, its equilibrium and change. Among the problems of pluralist democracy there are underlined the processes of cleavage and cohesion, shaping group diversity under the condition of multi-actor democracy. The characteristic of political decision-making involves beyond general framework also problems of group decisionmaking. Two alternative approaches to the policy-making analysis are explored: first, an arena approach, focused on the relations among actors, arenas, and agendas; second, an approach focused on the different networks of policy-making. Germany's commitment to CSDP operations: comparing the cases of the DRC and Libya

This thesis analyses Germany's commitment to multilateral military operations. Following the research question why Germany participates in some multilateral military operations but not in others, Germany's respective decision-making process regarding troop deployment in the DR Congo in 2006 on one hand and military non-engagement in Libya 2011 on the other hand is traced. By contrasting the concept of strategic culture with a purely rational assessment of the factors of alliance politics, risk-analysis and military feasibility of the operations, the decisiveness of taking into account Germany's strategic culture to explain deployment decisions is stressed. Neither is there a lack of external pressure for German military participation in the case of Libya, nor is the military operation in the DR Congo decisively less risky or militarily more feasible. Rather, Germany's multilateral and anti- militaristic strategic cultural strands affect its decision-making. Next to demanding a thorough justification and legitimization of any military engagement, two red lines for military deployment can be identified.
